About Cliff Grand-Scrutton

Chief Operating Officer – Tranquil Care

Cliff Grand-Scrutton brings over four decades of executive and operational leadership across health, social care, and regulated service environments. As Chief Operating Officer at Tranquil Care, Cliff’s role is to ensure that every aspect of the home operates with excellence, compassion, and integrity.

A military veteran turned senior care strategist, Cliff has held C-suite and board-level positions across NHS, private healthcare, and non-profit organisations. His extensive experience includes multi-site mobilisation, turnaround leadership, dementia care innovation, regulatory compliance, and service expansion — all with a focus on building people-first cultures that empower staff and enrich lives.

With a deep commitment to quality, Cliff combines commercial acumen with a human-centred approach, championing emotionally-led care and sustainable growth. His track record includes leading high-performing teams, improving EBITDA performance, and designing services that consistently exceed expectations.

Cliff is also a passionate advocate for community impact, having served on multiple boards across the care sector, dementia charities, and integrated health networks. His leadership is defined by humility, hands-on involvement, and a firm belief that outstanding care starts with listening — to residents, staff, and families alike.
